Financial Executive Officer (Boise, ID)

The Idaho Department of Health and Welfare is a diverse organization seeking a top financial officer. This executive is a key decision-maker leading Financial Services. Functionally, this position is the primary fiscal advisor to the Department Director who reports to the Governor. This is the go-to expert for department executives and the Legislature regarding financial management and accountability information.

Responsibilities:
- Ensure internal controls and quality assurance review of legislative, fiscal, budget, and personnel matters to provide consistent and structured agency direction.
- Manage the agency’s Financial Services; including Budget, Cash Management, Financial Systems, Accounts Payable, and Payroll sections.
- Manage and review agency’s use of internal and statewide accounting, grants, and personnel systems.
- Develop documents for use by executive decision makers to respond to or assist in decisions to be presented to the Governor or legislature.
- Direct the development and implementation of budgets, operating policies, and management procedures.
- Review and react to federal legislation impacting federal funds (i.e. ARRA).
- Ensure the effectiveness of financial programs, oversee financial management issues, identify problems, and recommend and direct implementation of solutions.
- Review and certify financial reporting on federal grants.
- Participate as a critical member of the top management team.

Minimum Qualifications: - Bachelor’s degree in Accounting or a Bachelor’s degree in Business with at least 20 semester credit hours (or equivalent) in accounting.
- Minimum of four years experience managing professional accounting/financial staff and activities of a financial operation OR previous experience operating large government accounting or financial entities.
- Minimum of four years experience years experience in a position responsible for federal grant management and reporting; federal funding streams; awareness of various funds, match and cost allocations on behalf of a state or federal regulatory agency.
