Salary and Benefits:

This is a full time position, classified as "exempt" under the Federal Labor Standards Act. Salary is dependent on experience.



Benefits include medical and dental insurance (approximately 85 % employer paid/15 % employee paid. Family enrollment available at employee expense), paid holidays, vacation and sick leave. Pension program is available for employee contribution through payroll deduction.



POSITION SUMMARY



The Compliance Specialist is responsible for the management and implementation of housing compliance procedures, tracking and reporting. Position requires the ability to work independently using a high level of accuracy and reliable judgment. Specialist also provides administrative and departmental support to the Compliance Officer and serves as organizational contact for compliance related matters with various lenders, investors, and public funding agencies.



General responsibilities include the maintenance of various spreadsheets or database files to track and monitor compliance requirements and complete periodic reports as required. Person filling position must be familiar with compliance requirements for public and/or private funding agencies including the Washington State Housing Finance Commission, Washington State Housing Trust Fund, Spokane County and City HOME, HUD and USDA programs, and private lenders.



With direction and guidance as needed from Compliance Officer, approves compliance related tenant certifications for SHV owned and managed properties and monitors Site Managers' work products to insure requirements for tenant file documentation and various program requirements are met.



DUTIES & RESPONSIBILITES



Identify various funding compliance requirements for housing projects, develop forms and schedules necessary to track and monitor requirements, develop internal systems and monitoring schedules to collect and update required tenant and project information, and complete all periodic compliance reports as dictated by regulatory agreements.

Train office and site management staff on documentation requirements and reporting schedules to insure accuracy and timing of data collected in order to meet reporting deadlines.

Review, approve and monitor tenant applications and files for compliance; monitor Site Manager performance relating to file documentation for auditing purposes.

Communicate with various lenders and investors of the properties regarding compliance matters. Meet required reporting deadlines of various funders.

Annually determine new maximum allowable rent amounts using various funding compliance standards and monitor rent increases for all the properties.

Provide support and assistance as needed to the Property and Operations Manager regarding rent increase notices issued to the tenants, site managers, subsidy program participants and interoffice staff.

Communicate with accounting department on tenant status regarding move-ins and move-outs.

Contribute to on-going training and updates for all site managers and staff regarding Tenant/Landlord Law, Fair Housing, Low Income Housing Tax Credit Program, and State, County, and City HOME Program regulations.

Ensure that paperwork and tenant files are current and available to various lenders and government agencies when they audit the properties.

Collect and package, for approval by Executive Director, various periodic financial reports and other project performance information required for quarterly and annual financial reporting to lenders and tax credit equity partners.

Prepare and maintain property compliance manuals which include regulatory agreements, property summary manuals, contracts with various investors/lenders, closing books, etc.

Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED



Three years direct experience in compliance, auditing or closely related field.

Certified in Low Income Housing Tax Credit Program compliance (C3P or higher), certified in USDA Rural Development Housing and HUD occupancy standards, trained in HUD Shelter Plus Care, Supportive Housing and HOME programs. Required certifications may be acquired after hire if otherwise qualified.

Review, approve and monitor tenant applications and files for compliance; monitor Site Manager performance relating to file documentation for auditing purposes.

Communicate with various lenders and investors of the properties regarding compliance matters. Meet required reporting deadlines of various funders.

Understanding of bookkeeping and accounting practices and/or audit, compliance or financial reporting experience.

Highly autonomous and self-directed in carrying out job duties and responsibilities.

Strong interpersonal communication skills required as responsibilities include heavy interface with internal and external contacts.

Demonstrated proficiency in Excel or similar spreadsheet programs, and/or other data base programs, Windows, Microsoft Word, and electronic calculator.

Proven organizational skills to be effective in a very detail oriented job, with extensive reporting responsibilities, follow-up demands and ability to maintain organizational records and checklists.
