Human Resource Specialist (Billings, Montana)

Work is typically performed in a normal office environment. Some travel is required.
Training Assignment: A training assignment will be considered for applicants with demonstrated skills in some of the requisite Human Resource functions and who demonstrate the essential competencies, but who may not possess all of the listed qualifications under Knowledge, Skills and Abilities. Training assignments will be in writing with specific accomplishments necessary to attain the full qualifications and consequent level of pay within a time certain.
This position will become full-time at a future date.
Duties:
Manages a Human Resource office for a facility belonging to the Department of Corrections in order to provide effective and quality services in the Human Resource discipline. This position serves as the Human Resource specialist for Montana Women’s Prison in Billings, Montana. Assists with all HR functions (recruitment and selection, classification and pay, labor relations and contract administration, discipline, etc) for the assigned facility by;
Establishing standard procedures and setting priorities which result in prompt and efficient provision of services to the facility while maintaining organized and accessible Personnel records (including position, personnel, wage and pay exception, work comp and medical records files) and designing and/or revising tools necessary to maintain accurate data for reporting and analyzing these functions on at least a quarterly basis. Assesses data such as turnover, EEO, Classification, etc and produces analytical reports and action proposals for management based upon that analysis.
Participating in process assessment and revision to assure standardization of practice and compatibility of records and data between the several area Personnel offices.
serving as team member on the agency wide broadband pay implementation project, providing guidance and assistance to facility work units in design and implementation of specific pay systems in compliance with agency guidelines.
Managing the recruitment and selection function for Montana Women’s Prison insuring best practices and conformance with state and agency policy and procedure.
Assisting the Bureau Chief in a variety of labor relations activities, administrative hearings and investigations as assigned. Serves as the facility ADA, EEO/AA Officer
Undertaking special projects and assignments as assigned by the Bureau Chief.
Competencies:
KNOWLEDGE:
Thorough knowledge in recruitment and selection, interviewing, and screening applicants, Thorough knowledge of disciplinary procedures, and HR record keeping. Considerable knowledge of HR functions in a union environment to include, labor contract administration, grievance handling and arbitration. Considerable knowledge of supervisory duties and responsibilities. Considerable knowledge of competency based HR approaches. Some knowledge of job classification. Some knowledge of safety and loss prevention programs, workers compensation and claims management. Some knowledge of state/federal personnel and labor relations statutes and policies. Some knowledge of investigative techniques.
SKILL
Skill in oral and written communications. Skill in presenting material in a classroom or workshop setting. Skill in consulting with management, supervisors and line staff.
ABILITY
Must have the ability to:

Education/Experience:
The above knowledge, skills, abilities and competencies required to perform this position are typically acquired through a combination of education and experience equivalent to a Bachelors degree in Personnel Administration, Public Administration, Business Administration, Labor Relations or a related field, with between 3 to 4 years of progressively responsible experience in general and/or specialized HR work. Demonstration of critical competencies may be used to offset some of the education and experience requirements.
